I signed on with a kobold, and the goblin was set on "dislike". I thought they were buddy-buddy?

You're correct. You should both be on "Like" to each other. However, sometimes it only takes effect after BOTH players have gone through the "Welcome" area (where factions are set). If it's bugged, you know which players should be on like and which shouldn't, you can adjust.
